Who We Are
 

Georgia Voters for Animal Welfare (GVAW) is a grassroots network of Georgia advocates for animals.  The organization was founded in 2008 to support laws and lawmakers working for a safer, healthier and more humane Georgia.  GVAW’s organizational structure is informal – no governing board, bylaws, or funding source. The only requirement for membership is a commitment to use one’s voice and one’s vote to effect positive change for the voiceless in Georgia.

The current version of the proposed animal control ordinance is available here.  It was originally scheduled for a vote on October 28, but does not appear on the agenda at this time.
 
UPDATE:  The newest version of the proposed ordinance was discussed and will be voted on Monday November 1, 2010.  We will post the newest version here as soon as it is available.
 
UPDATE:  The newest version of the Douglasville ordinance (changes in bold, original ordinance in regular type) is here.  It will be discussed on Monday november 1, 2010, and voted on on the 15th.
 
UPDATE:  The proposed Douglasville dangerous dog law has died in th ePublic Safety Committee.
Oppose Breed-Specific legislati0n in Douglasville
 
Breed specific legislation is unconstitutional, costly, arbitrary, and fails to protect the public safety because it targets dogs based on breed, punishing good and bad dogs and responsible and irresponsible owners alike.
 
The proposed Douglasville ordinance was tabled on September 20, 2010, but will be the subject o a legislative work session on September 30, 2010 and a vote on October 4, 2010.  Contact the Douglasville City Council and respectfully ask that they adopt a breed-neutral dangerous dog law, not a breed-specfic law.  To read this really bad proposed legislation, click here.
 
Support Grace's Law, H.B. 788


An estimated 11 tax-funded animal control facilities in Georgia use gas chambers to routinely kill  dogs, cats, puppies and kittens.  Some are operating illegally; none are operating in full compliance with AVMA recommendations; and ALL are unreliable, unsafe, unregulated and inhumane.  There is abundant proof that gas chambers:

  • Pose a serious health risk and cause immeasurable stress to shelter workers;
  • Are a cruel, outmoded method of killing that cause horrific, prolonged suffering before animals die;
  • Were banned in Georgia over 20 years ago with 3 exceptions; and
  • Must be totally banned NOW – statewide, permanently, and with no exceptions!

A list of known gas chambers in the state of Georgia is available here.  If you live in one of those places, please let your representatives and city and county officials know that the continued use of the gas chamber is unacceptable.

 

Survey of Animal Services in Georgia

 

A major obstacle in resolving the animal sheltering crisis is the lack of information regarding animal control services in Georgia’s counties and municipalities.  Specifically, there is not a statewide collection of information or statistics, from public and private shelters, that is maintained in a comprehensive database readily available to the public. 

 

Without reliable baseline data, progress cannot be measured.  Recognizing the critical need for such a database, GVAW chose to conduct, as its first project, a statewide survey to determine what animal services were available in the 2007 calendar year.  Survey findings will be used to create as accurate a database as possible, given the limitations of the study, and a “snapshot” of animal services in Georgia.

Georgia Department of Agriculture reminds shelters that Grace's Law goes into effect aon December 31, 2010

 

 

The Georgia Department of Agriculture has sent a letter to all GA shelters reminding them of the upcoming gas chamber ban and of the mandatory microchip scanning law.

The GVAW believes that Gary Black is the best hope for improving the lot of companion animals in Georgia.  If elected, he will enforce existing laws and his  Advisory Committee will include animal welfare advocates committed to much-needed improvements in the state's animal sheltering system.

Update June 7, 2010

 

On May 20, Governor Perdue signed Grace's Law--Act 386.  A signing ceremony attended by members of the GVAW 'Grace's Law Team' and by Grace herself was held at Governor Perdue's office on Friday June 4, 2010.  It is officially official.  Gassing will end in Georgia as of December 31,2010.  Read about the ceremonyhere.

 

Update April 29, 2010

 

Today, on the last day of the 2010 legislative session, HB 788, a bill to ban gas chambers in Georgia PASSED!!!!!!

 

Today H.B. 788 was amended and voted on to change the effective date to end the use of gas chambers to euthanize cats and dogs in shelters to be effective December 31, 2010.  The General Assembly, including both the Georgia House of Representatives and Senate, passed by majority vote to END THE USE OF GAS CHAMBERS PERMANENTLY IN THE ENTIRE STATE OF GEORGIA!!!!!

 

The bill now goes to Governor Sonny Perdue to be signed into law.

 

We express our sincere gratitude to Representative Thomas (Tom) Knox, HB 788 bill sponsor, and Mr. Terry Hobbs, our lobbyist, whose dedication, commitment, and hard work enabled this to happen.

Update, April 22, 2010

 

H.B. 788, a bill to ban gas chambers used to euthanize cats and dogs in shelters, passed yesterday in the Georgia Senate by a majority vote of 39-8.

 

This victory is bitter sweet because an amendment was added to delay this ban taking effect until 1/1/2013.

 

H.B. 788 must return to the Georgia House of Representatives to vote on the amended bill.  Additional amendments that were added in the Senate committee hearing approximately a week ago include returning heart stick as a method of euthanasia that was proposed in the bill to be eliminated.  A condition was included for the heart stick method that the dog or cat must be unconscious prior to using this method.

 

If passed in the Georgia House of Representatives, it will go to the Governor’s office for his signature to be made a law.

H.B. 788, Grace's Law , is scheduled to be heard by the Regulated Industries and Utilities Committee of the Georgia Senate on April 1, 2010.  It will be presented by Representative Knox, who sponsored the bill in its successful passage through the House.  The bill's sponsor in the Senate is Senator Renee Unterman, a member of the RIU committee.

 

All Georgians who are constituents of members of the RIU committee should call their Senator immediately and ask that H.B. 788 be passed favorably as written out of committee and on to the full Senate for a vote.  All other Georgia voters should call their Senator and ask that they vote 'yes' on Grace's Law, H.B. 788.  For details and instructions for determining who your Senator is and whether they are on the RIU committee, click here.
